The Human Rights Fund of the Laogai Research Foundation (“LRF”)

Objectives

To provide financial and spiritual support to the political prisoners and prisoners of conscience within China in order to inspire the activists and promote justice

Eligibility for Assistance

All those who are or were oppressed, persecuted, imprisoned and/or tortured by the Chinese government for the causes of speech (in particular online expressions), association, faith and rights protection are eligible to apply for the assistance.  The applicant must have been or be living in China or his/her immediate family member(s). Those who are still being held in prison or have been disabled due to torture will be given special consideration.

Amount of Assistance

The amount of assistance for each person each time falls within the range of US$500-20,000. In case of special circumstances, re-application is allowed, but anybody (including his/her immediate family members) shall not apply for more than 3 times in total.

Application Procedures

The applicant must submit relevant documents and/or materials to prove the persecution imposed upon him/her and at the same time complete the application form. LRF will determine whether to approve the application based upon the information submitted. Meanwhile, LRF will keep confidential all the relevant information.

Release of the Assistance

LRF will make a decision as to whether the assistance shall be granted within two months after the full application is submitted by the applicant. Within one month after the application is approved, the amount of money granted will be transferred to the applicant or the beneficiary appointed by the applicant.

Methods for application

Interested parties shall fill out the application form in either Chinese or English, and submit via email at hrfund@laogai.org to LRF. Please include “applying for humanitarian assistance” in your email subject. Or the applicant can directly file the online application.
